A Manager's Guide to Hosting No-Cost Interns

SkillBridge allows transitioning Service members to gain real-world civilian experience during their last 180 days of service.

The Placement Process: 4 Easy Steps

1. The Training Plan

  • The Hiring Manager develops the Training Plan (using the N91 template). The Plan includes weekly objectives and tasks for the intern.

2. Listing and Approvals

  • The Training Plan is submitted to the SkillBridge Coordinator (N91). Once reviewed and approved, N91 makes the job announcement live.

3. Selection & Control

  • The Hiring Manager, listed as the point of contact on the announcement, takes full charge of reviewing resumes, interviewing, and selecting the best candidate.

4. Onboarding

  • The N-Code handles local IT and access, and the intern reports for duty!

Roles & Responsibilities

N91 (Program Support)

  • Regional Facilitation: Assists in stand-up, hub supporting all N-Codes across Navy
  • Region Southwest.
  • Administrative Backbone: Holds the overarching Memorandum of Understanding
  • (MOU).
  • Listing & Placement: Reviews/approves training plans, makes job announcements live, and finalizes official placement paperwork.

 

N-Code (Hiring Manager)

  • The Training Plan: Develops a Training Plan based on a Position Description and learning objectives (N91 provides the template).
  • Hiring Control: Serves as the primary POC on the job listing and takes full control of screening, interviewing, and selecting the candidate.
  • Logistics & Access: Solely responsible for coordinating all necessary workspace, IT equipment, SAAR forms, and building access.

Strict Policy Constraints

Zero Compensation Policy
Per DoD instruction, candidates remain on active duty pay. It is strictly against policy for the candidate to receive ANY form of compensation, wages, bonuses, or financial benefits from the hosting command.

Program Intent & Future Employment
The core objective of SkillBridge is to provide valuable civilian work experience. While our regional goal is to create opportunities for successful participants to compete for paid employment across NRSW and its various N-Codes, hosting managers must not promise or imply future employment. Any hiring opportunities must follow standard federal competitive hiring requirements and procedures.
